On December 2, 2025, the Superior Court of California, County of Santa Clara, began accepting applications for the 2026–27 Civil Grand Jury. Presiding Judge Julie A. Emede is inviting residents of Santa Clara County to apply. The Civil Grand Jury is an independent group that reviews the operations of local government. This includes county and city agencies, school districts, and special districts.
Jurors review records, evaluate programs, inspect detention facilities, and make recommendations to improve government operations. Judge Emede stated that this service allows residents to participate in local government oversight.
Applicants must be at least 18 years old, U.S. citizens, residents of Santa Clara County, and have sufficient English proficiency.
