The California Department of Alcoholic Beverage Control (ABC) and law enforcement agencies across California will conduct a statewide shoulder tap decoy operation on March 15, according to the department.
ABC said the goal is to reduce youth access to alcohol and to ensure adults are aware they should not be buying alcohol for anyone under 21.
