Overwhelming community opposition apparently convinced the Ventura City Council to abandon a May 1 deadline for city staff to expand paid parking downtown. New fees were set to be imposed in the Santa Clara Street parking structure as well as seven currently free surface lots on both sides of Main Street, but the council changed course at its meeting on Jan. 23.
