Investigators on Thursday arrested the alleged driver in a hit-and-run collision that killed a pedestrian on the Mesa, according to the Santa Barbara Police Department. After days of investigative teamwork by traffic investigators and detectives, the vehicle involved in the collision that killed Juan Lopez, 39, of Santa Barbara last weekend was identified and located, Sgt. Ethan Ragsdale said.
