No Degree? No Problem; California lays out plan to put people without college degree into good jobs

Governor Gavin Newsom announced the launch of the Master Plan for Career Education at Modesto Junior College, aiming to create pathways to high-paying careers for Californians, regardless of a college degree.

The plan prioritizes hands-on learning, workforce training, and regional coordination, with a focus on rural areas. A key component is Career Passports, a digital tool documenting skills from work, military service, and training programs, helping job seekers bypass degree-only hiring barriers.

Additionally, Credit for Prior Learning (CPL) will allow 250,000 Californians, including 30,000 veterans, to convert real-world experience into college credit. The initiative is backed by proposed budget investments and aligns with California’s evolving labor market needs.
