A minor traffic collision appears to have evolved into a road rage incident in Montecito this Wednesday morning.
At 11:24 a.m., CHP received a report of a “hit and run with no injuries” when the reporting party stated a driver hit their car and threatened them in the 100 block of San Ysidro Road.
