Police: Dirt bike rider was unlicensed, had illegal street bike, intoxicated; Refused sobriety test

A routine observation by a vigilant Novato Police Officer on Monday, January 22, 2023, around 5 PM, led to the arrest of 43-year-old Collin Varney for driving a dirt bike without proper registration, license plates, or adherence to legal operating requirements, police said.

The officer, patrolling the Redwood and Grant Ave, area, noticed Varney riding a dirt bike that was not in a street-legal state, lacking license plates, police said. The officer promptly conducted a traffic stop to address the violations and ensure road safety.

Upon interaction with Varney, it was discovered that the dirt bike was not registered, and Varney did not possess a motorcycle license or insurance, all of which are mandated by the Department of Motor Vehicles (DMV) for legal operation of such vehicles, police said. Furthermore, Varney displayed signs of impairment during the encounter, officers added.

Varney’s refusal to comply with most Field Sobriety Tests (FST’s) and the Preliminary Alcohol Screening (PAS) led to his arrest, police said. Subsequent to the arrest, Varney provided a breath sample revealing a Blood Alcohol Concentration (BAC) of .30, according to Novato Police. He was safely booked into the Marin County jail on charges of driving a motor vehicle under the influence.
