Owners of vacant and neglected properties in Santa Rosa could be on the hook for an annual fee of more than a thousand dollars. That’s through a new three-year pilot program being introduced by Santa Rosa code enforcement officials. It will require owners of undeveloped lots or properties with vacant structures to keep those properties free of weeds, dumping and graffiti. They may also be told to fence or board up the properties to keep trespassers out. Property owners who don’t comply will have to register their property with the city. Registration comes with a one-thousand-40-dollar annual fee. And, code enforcement officers will be allowed to conduct frequent inspections.
