The Sonoma County Sheriff’s Office has made an arrest in what is becoming an all-too-familiar tale of deception and theft targeting the elderly in the Bay Area. Ronghe Ruan, a resident of San Leandro, was taken into custody after Sheriff Property Crime Detectives set up a sting operation with the assistance of an elderly woman who had been contacted by scammers seeking to con her out of $30,000.
Acting on the victim’s cooperation, detectives surveilled the encounter and nabbed Ruan as he took possession of what he believed was a box full of cash.
