In late October 2025, Santa Rosa opened the Burbank Avenue Apartments, a 64-unit affordable housing complex at 1780 Burbank Avenue in the Roseland neighborhood. The project was developed by Burbank Housing. It includes solar panels, EV charging stations, and a community room. The apartments have one-, two-, and three-bedroom units. Sixteen units are reserved for people at risk of homelessness. Rents are set for households earning 20% to 60% of the area median income.
The development cost $38.4 million. Funding came from state, federal, and local sources. This included $25.3 million from California HCD Accelerator Funds, $5 million in federal CDBG-DR funds, $8 million from the city, and a private construction loan.
