The incident started when two officers responded to a call near 4th Avenue and Osborn Road. They heard gunshots and a witness directed them to an alley by an apartment complex. There, they saw a man by a black car with a rifle on the roof. Officers gave commands, but the man took the rifle, got into the car, and drove away.
Police pursued the suspect through Phoenix neighborhoods. During the chase, the suspect fired a weapon from inside the car. Tactical Support Bureau officers joined the pursuit.
