One day, a driver saw a tiny white speck on the side of a freeway ramp in Phoenix, Arizona. As they got closer, their heart sank.
It was a tiny kitten, alone and in danger, perched on a ledge over a busy highway.
Worried that the little fluffball might be seriously hurt, or even worse, the driver called the Arizona Department of Transportation (ADOT) for help.
