A House bill imposing a four-year pause on municipal and county increases of fees, taxes and utility rates beyond their current levies is being touted as a boon for taxpayers and disastrous by local governments.
Mesa Rep. Justin Olson’s HB 4030 also would block new tax classifications and tax-base expansion from July 1 through June 30, 2030.
The Republican lawmaker’s companion piece, House Concurrent Resolution 2052, would bypass the governor’s desk and head to the November ballot.
