DES MOINES, Wash. – The FBI announced it is offering a $10,000 reward for information that leads to the recovery of a missing Des Moines teen. Shelbie Lynn Dwyer, 18, is believed to be in Mexico. She was last heard from on March 29, 2023, when she was believed to be in Guamuchil, Sinaloa.
