Officers cleared after investigation of fatal Poulsbo shooting in 2025

The law enforcement officers who shot and killed a driver in Poulsbo last May will not face criminal charges, following a review by the Washington State Office of Independent Investigators and the county prosecutor.

Kitsap County Prosecutor Chad Enright announced March 24 that the use of deadly force was not criminal in the officer-involved shooting that killed Justin Moegling after he was stopped on Viking Way near Nordic Cove Lane last May. Moegling, of Bremerton, was 41 at the time.

Around 8:30 p.m. on May 7, 2025, Moegling ignored a traffic stop, which began when a Poulsbo officer on Bond Road noticed a silver Toyota Prius that had windows tinted more heavily than is allowed and which had been reported as involved with vehicle prowling the day before. That started a pursuit by the Poulsbo Police Department and eventually Kitsap County Sheriff’s Office deputies, in which the Prius slowed to just 2 mph after turning onto Viking from Lindvog Way and then drove over spike strips twice, until Moegling was stopped by a PIT maneuver.
