SHREVEPORT, La. — An arrest warrant has been issued for a New York man following an investigation into more than $145,000 in unpaid water bills at The Sanctuary Apartments in Shreveport.
The Caddo-Shreveport Financial Crimes Task Force obtained the warrant for Ephraim Feldman, 38, on one count of misappropriation of funds.
Investigators said Feldman owned the complex, where water service was included in tenants’ rent. According to police, financial records show the property accumulated an unpaid balance of $145,347.91 with the City of Shreveport after Feldman failed to pay for utility services for more than 60 days…
