Bossier Arts Council deemed noncompliant for third year in a row by LA legislative auditor

For the third straight year, the Louisiana Legislative Auditor has deemed the Bossier Arts Council noncompliant with its financial reporting requirements.

The nonprofit — which, along with managing the East Bank Plaza, hosts events, exhibitions and workshops for local artists designed to support the parish’s art scene — hasn’t submitted any required financial reports from a Certified Public Accountant to the LLA since March of 2023. It is still listed on the LLA’s noncompliance list after missing the agency’s year-end requirement for 2025 reports.

Financial reporting is required under state law from any nonprofit that, like the BAC, receives assistance from any state or local government body. The BAC has a direct partnership agreement with Bossier City, and the Bossier City government gave the BAC an estimated $130,000 last year, according to the city’s 2026 budget.
