Andre Howard, 34, was arrested this week in connection with a March 28 shooting on the ramp from southbound Route 4 to Woodyard Road, state police announced Wednesday, April 2 in Forestville.
Investigators say Howard was aiming at someone he was feuding with on the road but hit an unrelated car instead. The victim was not injured, police said.
