Montgomery County police: Man charged for allegedly defrauding elderly woman out of $20K

MONTGOMERY COUNTY, Md. (DC News Now) — A Florida man was arrested Wednesday for allegedly running a refund scheme targeting an elderly woman from Montgomery County, according to the Montgomery County Department of Police.

Charles Horlesen, 31, was charged with theft of $1,500 to under $25,000, conspiracy to commit theft of the same amount, and obtaining property from a vulnerable adult.

According to police, Horlesen allegedly ran a fraudulent refund scheme for a fake tech support service that defrauded the woman out of $20,000.

Police said on Monday, Horleson met with the woman who was under the impression that there was a problem with her Norton antivirus software. There, he allegedly told her she had received an “excessive refund” and told her that if she gave him $20,000 from her bank account, it would fix the issue…
