MONTGOMERY COUNTY, Md. (DC News Now) — A Florida man was arrested Wednesday for allegedly running a refund scheme targeting an elderly woman from Montgomery County, according to the Montgomery County Department of Police.
Charles Horlesen, 31, was charged with theft of $1,500 to under $25,000, conspiracy to commit theft of the same amount, and obtaining property from a vulnerable adult.
According to police, Horlesen allegedly ran a fraudulent refund scheme for a fake tech support service that defrauded the woman out of $20,000.
