Joe Henderson has been named a council member of the Maryland Governor’s Emergency Management Advisory Council (GEMAC), adding more than two decades of frontline and executive emergency management experience to the state’s senior advisory body.
GEMAC serves as an independent council made up of subject-matter experts from across Maryland, advising the governor on emergency management policy, preparedness, and response. Members represent a broad mix of disciplines, jurisdictions, and community perspectives, including local responders and public safety leaders.
Henderson currently serves as Director of the Baltimore City Office of Emergency Management, where he oversees all aspects of the city’s emergency management program, including preparedness, response coordination, and recovery planning.
