Driverless vehicles bill passes South Dakota House

SIOUX FALLS, S.D. (KELO) — A bill on driverless vehicles moved through the House Thursday but it wasn’t exactly a speedy journey.

The House approved House Bill 1095 in a 43-25 vote after a lengthy floor discussion. The bill provides for the regulation of Level 4 and Level 5 driverless vehicles already in use in some states.

The driverless, or automated vehicles are not yet regulated in South Dakota, said HB1095 sponsor Republican Rep. Roger Chase . HB1095 “establishes a set foundation.” The bill requires driverless vehicles to be licensed, registered and follow other motor vehicle regulations in the state.

Bill opponents cited concerns about driverless vehicle safety data, about the provision that says municipalities cannot pass regulations specific to driverless vehicles and other issues.

Republican Rep. Scott Odenbach questioned why the section on not allowing local control was needed and found it difficult that the South Dakota Municipal League was in favor of the section.
