There was a time in South Dakota when candy was tossed off floats to kids at almost all city parades. But then that stopped because some thought it was too dangerous. It used to be a tradition in Sioux Falls to toss Smarties, Jolly Ranchers, Tootsie Rolls, Laffy Taffy, and more from parade floats to excited kids.
