One typically goes to the Empire Mall to buy clothes, not take them off. A Sioux Falls man seems to have forgotten that last Friday. Dakota News Now is reporting that 23-year-old Joshua Cogley, of Sioux Falls, was arrested on two counts of indecent exposure on Friday, (November 1) after he put on a little strip tease show in the parking lot of the Empire Mall for two teenage girls.
