To say that new Spokane Police Chief Kevin Hall has a lot on his plate is an understatement. “We’re trying not to overwhelm him,” says Dave Dunkin, president of the Spokane Police Guild, the union that represents city police officers below the rank of sergeant. “This is a lot of pressure for one man to bear on his shoulders.”
