Spokane enacts new restrictions on sale of smoking paraphernalia in downtown

SPOKANE, Wash. — A new policy that places restrictions on the sale and distribution of smoking paraphernalia in downtown Spokane went into effect on Tuesday, April 1.

Spokane Mayor Lisa Brown originally proposed two ordinances to establish a “Community Health Emphasis Area” within downtown in December 2024.

One of those ordinances requires that items like glass pipes and foils can only be sold if naloxone, commonly referred to as “Narcan,” is also provided for free…
