SPOKANE, Wash. — SCRAPS announced Thursday it will refocus its Trap-Neuter-Return program to implement more fiscally responsible practices while addressing community concerns about stray cats.
TNR is the method of trapping community cats, having them spayed or neutered and vaccinated against rabies, and then returning them to their managed location to live out their lives.
