Tensions rise as Spokane County rejects city council’s request to aid in choosing new SCRAPS director

SPOKANE COUNTY, Wash. — Last week, Spokane’s City Council sent a letter to the county asking to be part of selecting a new director for Spokane County Regional Animal Protection Services (SCRAPS). On August 1, the county denied that request.

Spokane City Councilmember Michael Carthcart spearheaded the effort in hopes of greater transparency and collaboration.
