SPOKANE, Wash. — Spokane Mayor Lisa Brown is proposing an interim emergency ordinance that would prohibit using private properties as detention facilities in the city.
The City said the ordinance would restrict private property owners from leasing to the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) or other entities for detention purposes at commercial, industrial and residential zones citywide.
