SPOKANE, Wash. — Several Washington state lawmakers are sponsoring a bill to exempt the Spokane Waste-to-Energy (WTE) Facility from the state’s Climate Commitment Act (CCA).
The City of Spokane said back in January that it developed a multi-year phase-in plan to comply with the CCA, in hopes that it would keep the city from having to buy carbon permits to offset its emissions.
