Spokane man faces charges for alleged WSP pursuit, held on $15K bond over 2025 murder charge

SPOKANE, Wash. — A man accused of shooting and killing another man in 2025 was arrested again on Sunday for allegedly eluding a Washington State Patrol trooper.

Court documents show that 22-year-old Philip Webber was arrested Sunday evening after failing to pull over for a WSP trooper who was attempting to stop him for allegedly not wearing a seatbelt.

A WSP incident report shows that Webber eventually stopped and put his hands out the window. The report shows that Webber told the trooper he was “scared and didn’t want a ticket.” Webber now faces charges of attempting to elude the trooper and of driving while his license was suspended…
