A Texas man who allegedly shot two people dead within several days will stay behind bars — unless he can pony up $1 million.
Isaac Biais, 21, was arrested on July 17 and charged with the murder of Emiliano Quirino, 21, who was shot dead in a shopping center in Houston on July 12 in front of several witnesses. Days later, Biais was charged with murder again. On Monday, Biais was accused of murdering 65-year-old William Hall on July 16 in another shopping center.
Following a court appearance on July 18, a hearing officer set Biais’ bail at $1 million, and prosecutors called him an “extreme risk and danger to the community.”…
