After ordering the city of Conroe to accept a petition to place collective bargaining on the May ballot, Judge John Delaney has been recused following a motion filed Friday by the city, which claimed he violated ethical guidelines by researching the case independently before a Friday hearing.
Judge Albert M. McCaig, Jr. has been assigned to the 284th state District Court to hear the case. A trial is set for 9:30 a.m. Monday.
