Humble ISD pays out $750,000 for settlement with employee who filed Title IX complaint

Humble ISD has agreed to a $750,000 settlement with an employee after the employee filed a Title IX complaint against former superintendent Elizabeth Fagen’s husband for fostering a toxic work environment, according to the agreement.

In August 2023, the district launched a months-long investigation into then-athletic director Troy Kite after one of his employees filed a Title IX complaint against him. An independent law firm conducted the investigation and ultimately recommended that Humble ISD terminate him after concluding that Kite had violated the law, which protects people from sex-based discrimination in federally funded education programs.

About two years after the initial complaint, in May 2025, the employee sued Humble ISD, Kite, Fagen and several trustees for sex discrimination, sexual harassment and retaliation for filing the Title IX complaint…
