Proposed Alabama bill would create lottery, establish casinos

MONTGOMERY, Ala. ( WIAT ) — A proposed Alabama bill would amend the state’s constitution to authorize a state lottery and establish other forms of gambling.

In the proposed bill by state Reps. Chris Blackshear (R-Smiths Station) and Andy Whitt (R-Ardmore) filed Thursday, the five gambling activities that would be legalized in Alabama are:

  • Official state lottery
  • Casino-style games conducted in person at up to seven locally licensed gaming establishments
  • Limited sports wagering
  • Traditional raffles
  • Traditional paper bingo

Another bill would form the Alabama Gaming Commission. That organization would regulate, tax and license all lawful gambling activity within the state. Additionally, the commission would establish a law enforcement division to police all gambling-related activities in the state.

The governor, according to the proposed amendment, would be allowed to form a compact with the Poarch Band of Creek Indians to regulate gambling activities on tribal lands.
