It takes hundreds of thousands of voter signatures to get a citizen initiative on the ballot. Proposition 134 would require every one of Arizona’s 30 legislative districts to provide a certain percentage of those signatures.

That would be a change from the current process, where signatures can come from anywhere in the state, regardless of location.

This ballot proposition would layer on new requirements and embed them in the state Constitution, which can be difficult to change. To qualify for the ballot, an initiative petition must contain the signatures of at least 10% of the voters in each legislative district.

The threshold for a constitutional amendment would be 15% of each district’s voters. And for a referendum, where voters refer a law to the ballot for review, the requirement would be 5% of the voters in each district.
