Grove’s claims bill ‘hijacked’ in committee, considers pulling it

Legislation that would target buyers involved in human trafficking was substantially weakened by a pivotal legislative committee Tuesday as its price for approval of the plan. Authored by state Sen. Shannon Grove, R-Bakersfield, the bill, titled S.B. 1414, would make purchasing a child for sex a felony in California, punishable by two to four years in prison, up to a $25,000 fine and mandatory registration as a sex offender for 10 years.
