New laws going into effect in California in 2025

Hundreds of new laws are set to go into effect in California in the new year.

Here are some of the changes coming to a range of issues including medical debt, zoning and drinking alcohol in public spaces.

Housing

Starting next year, local agencies are required to approve or deny duplex and lot splitting applications within 60 days. If the agency denies the application, it is required to provide a list of what would be needed to fix the application. Applications also can no longer be denied because the agency believes it would “have a specific, adverse impact on the physical environment,” a government bill analysis said.

Gun Law

Starting in 2025, sales of firearms between two people that are completed through a dealer are no longer exempt from a law that limits buyers to one application to purchase a handgun every 30 days.

Firearms dealers are now required to give gun buyers a pamphlet from the state that “explains the reasons for and risks of owning a firearm.”
