New Health Care Dashboard Launched by DHSS and DHCC to Improve Delaware’s Health Care Quality and Control Spending

The Delaware Department of Health and Social Services (DHSS) and the Delaware Health Care Commission (DHCC) have launched the Benchmark Trend Report Dashboard. This tool aims to improve health care quality and control spending in the state. It offers an interactive view of Delaware’s health care spending and quality data over several years, broken down by state, market, insurer-level spending, insurance type, and total healthcare enrollment.

Governor John Carney initially developed the spending and quality benchmarks to support his vision for the state. In November 2018, he signed Executive Order 25, establishing a state health care spending benchmark, an annual per-capita-rate-of-growth benchmark for health care spending, and multiple health care quality measures. These measures are reviewed and adjusted every three years.

In August 2022, House Bill 442 codified these benchmarks. DHSS Cabinet Secretary Josette Manning highlighted the benchmarks’ role in ensuring affordable, quality health care for Delawareans. She suggested that the benchmarks could help reduce care costs and improve quality.
