Consider it a fortuitous concatenation of circumstances that two former D.C. Council members who left office under less than glorious conditions re-entered the public arena this week. That is the case with former Ward 2 Council member Jack Evans (D) and former at-large member Michael A. Brown, who was a registered independent but is now petitioning to run on a D.C. ballot as a Democrat. More about that later.
