Florida man extradited back to Connecticut to face charges for fatal hit-and-run

NORTH BRANFORD, Conn. (WTNH) – North Branford police say a Florida man accused of a fatal hit-and-run in March has been extradited to Connecticut.

James William Black was extradited Tuesday and charged by the North Branford Police Department with first-degree manslaughter, evading responsibility resulting in death, and tampering with evidence.

He was charged on an outstanding warrant connected to the death of 65-year-old David Horbal of Branford on March 28.

On that day, officers responded to a report of an injured person around 7:10 a.m. in the area of 97 Foxon Rd (Route 80).

When police arrived on the scene, they found a man who appeared to have been struck by an unknown vehicle that had fled the scene. Horbal was pronounced deceased on scene.

Black is being held on a $400,000 court set bond and is scheduled to appear in New Haven court at 10 a.m. on Wednesday.
