HONOLULU (KHON2) — Ensuring homeowners associations are being fair to their residents is the goal of a new proposal in the State Legislature that would create a government position as a go-between for HOAs and concerned tenants.
KHON2 shared the story of Heather Bedley in July, 2023 as she dealt with a $50 fine from her HOA in Nanakuli after her kids made a chalk drawing on an association-owned fence.
The resident manager said they were just following their governing documents, but Bedley said she has not let up.
“A couple of landscaping fines that were silly,” Bedley said, “I was talking to some kids in the park that were fighting with my son and she fined me for abusing children.”
“I have appealed every fine and they’ve all been denied, so now I’m up to $1,350 in fines since my chalk violation.”

She added that board meetings have moved from Nanakuli to Ewa Beach, Honolulu and then back to Nanakuli.
“They do give a virtual link sometimes, but you have to ask for it 24 hours in advance and a lot of times they don’t give notice of the meetings that far in advance,” Bedley said. “So it makes it really hard to attend when you don’t know where and when it’s going to be.”
