Boise police have arrested a man for allegedly failing to complete home contracting work and scamming Treasure Valley residents out of thousands of dollars.
Toby Tibbitts, a 28-year-old Caldwell contractor, was arrested on two felony grand theft charges after a Boise Police investigation into complaints that customers paid for home siding projects that were never completed.
