DES MOINES, Iowa – A report released Thursday by the Iowa Office of Ombudsman has revealed the misuse of restraint chairs in two north-central Iowa county jails. The report highlights violations of state administrative rules, manufacturer guidelines and jail policies at the Webster and Boone County jails, where inmates were reportedly confined to restraint chairs for prolonged periods – up to 14 hours in some cases – even after they had calmed down and no longer posed a threat.
