WASHINGTON – A U.S. House riven with anger and dysfunction came together last week to pass its first significant legislation of the 218th term – a tax-relief bill that would help low-income families in Louisiana and elsewhere – and, perhaps surprisingly, normally divisive abortion politics played a significant role.
