Boston Driving Instructor Charged in RMV Fraud Scheme

Boston, MA – Ngan Dinh, a 48-year-old driving instructor from Boston, is facing charges for his alleged role in a scheme to defraud the Massachusetts Registry of Motor Vehicles (RMV). Dinh has been charged with conspiracy to commit honest services mail fraud, with a plea hearing yet to be scheduled.

The charge stems from accusations that Dinh conspired with a road test examiner at the Brockton RMV service center. Allegedly, Dinh paid the examiner to falsely report that certain driver’s license applicants had passed their road tests, despite some not even appearing for the test. This misconduct led to the RMV issuing driver’s licenses to unqualified applicants.

If convicted, Dinh faces up to 20 years in prison, three years of supervised release, and a fine of up to $250,000. Sentencing will be determined by a federal district court judge, based on the U.S. Sentencing Guidelines and relevant statutes.

This case is being pursued by Acting United States Attorney Joshua S. Levy, alongside Homeland Security Investigations in New England Special Agent in Charge Michael J. Krol, and U.S. Department of Transportation Office of Inspector General, Northeast Region Special Agent in Charge Christopher A. Scharf. Assistant U.S. Attorneys Christine J. Wichers and Adam W. Deitch of the Public Corruption & Special Prosecution Unit are leading the prosecution.
