As winter storm strikes Mid-Atlantic, it stays dry and cold in Southern New England

A major winter storm will strike the Mid-Atlantic Sunday night into Monday, but in Southern New England it will stay dry and cold for the foreseeable future. Washington D.C., the northern half of Virginia, Maryland, Delaware, and portions of Pennsylvania/New Jersey will see anywhere from 6 to 12 inches of snow as an area of low pressure tracks across the Carolinas, throwing moisture into a cold airmass in the Mid-Atlantic states.
