LANSING, MI – In memorial of fallen Michigan State Police Trooper Joel E. Popp, Gov. Gretchen Whitmer has ordered U.S. and Michigan flags to fly at half-staff. Whitmer ordered all such flags within the State Capitol Complex and upon all public buildings and grounds across the state to be lowered to half-staff on Wednesday, Jan. 31.
