LANSING, Mich. (WILX) – Governor Gretchen Whitmer ordered flags to be lowered to half-staff on Wednesday to honor the life of Michigan State Police Trooper Joel Popp. Governor Whitmer ordered U.S. and Michigan flags within the State Capitol Complex and upon all public buildings and grounds across the state to be lowered to half-staff to honor Joel Popp, who died on Wednesday, Jan. 24 after being hit by a car during a traffic stop.
