Wheeling’s pedestrian safety ordinance is now in effect.

This ordinance prohibits drivers and pedestrians from stopping on roads or highways to exchange items like money.

Mayor Denny Magruder says drivers stop quickly, and the cars behind them can’t react in time.

Sometimes, the person on foot runs across two lanes of traffic to receive a donation.

He says it’s unsafe—and the ban applies equally to drivers and pedestrians.

If some folks feel that this is an anti, anti-campaign in terms of some of those panhandlers, that’s not really the case because if those people have a need, I want to remind them that we have a number of social agencies across our city who are so good about serving those needs, whether it’s housing, clothing, food, they’re out there.”

The mayor suggests donating to organizations that help the needy instead of panhandlers.
