CLEVELAND, Ohio — It’s an especially needy new year for children in four Ohio cities. If Baby New Year was in East Cleveland, Warren, Youngstown and Portsmouth, Ohio, it would have its hat out seeking contributions to help the over 50% of children in each of those cities living in poverty.
